Explanation
The Clifford Constitution of 1922 allowed elections in Lagos and Calabar only. These were major coastal cities under British control. Four elected members could join the Legislative Council.
Ibadan wasn’t included in the elective principle. Kano in the North had no elections under this constitution. Enugu wasn’t yet a major political center in 1922.
This very limited democracy was a small first step. Only educated men in these two cities could vote initially.
