Explanation
The 1914 amalgamation joined Northern and Southern protectorates into one Nigeria. However, each region kept its own administrative system. The North and South still operated quite differently.
Legal systems remained different, especially with Islamic law in the North. Lagos was already the capital before 1914. Regional governments came much later with different constitutions.
Amalgamation created Nigeria on paper but not in practice. Real unity took many more decades to develop.
