Which of the following is the most accurate way to measure the diameter of a hair?

A hair is very thin, about 0.05 to 0.1 mm across. A micrometer screw gauge reads to 0.01 mm, so it is the most accurate of these tools.

A vernier caliper reads to about 0.1 mm, which is too coarse. A ruler or the eye is much worse.
