Tayammum is performed by a Muslim when

  1. he wants to join a congregational prayer
  2. he is in a hurry to perform prayer
  3. access to water is very difficult ✓
  4. time of prayer has elapsed
Explanation

Tayammum is dry ablution done with clean earth. The Qur’an (5:6) allows it when a person cannot find water or cannot use it, for example because of illness or a very hard search for water.

Being in a hurry or having missed the prayer time does not make tayammum valid when water is available.
