The constitutional amendment process in Nigeria requires the approval of

  1. The President
  2. The National Assembly ✓
  3. The Supreme Court
  4. The Independent National Electoral Commission(INEC)
Explanation

Under Section 9 of the Constitution, an amendment must be passed by two-thirds of the members of the National Assembly. It must then be approved by the Houses of Assembly of at least two-thirds of the states.

The President signs the bill but cannot amend the constitution alone. The Supreme Court and INEC have no part in passing amendments.
