Which Nigerian leader initiated the local government reforms of 1976?

General Obasanjo introduced the 1976 local government reforms as military Head of State. These reforms created uniform local government across Nigeria.

The reforms gave local governments defined powers and structures. They brought government closer to the people.

This was before Obasanjo became civilian president. He was still a military leader at the time.
