Northern Nigeria already had emirs and hierarchical systems. The British simply worked through these existing leaders. This made indirect rule very effective in the North.

Southern and Eastern Nigeria had more decentralized societies. The Igbo used democratic village councils, not kings. The Niger Delta had scattered communities with diverse leadership styles.

Indirect rule needs strong traditional rulers to work well. Where those leaders existed, the system succeeded easily.
