The term over-population is best defined as the situation where

  1. there is high population density
  2. birth rate is equal to death rate
  3. the population exceeds available resources ✓
  4. there is an increasing birth rate and a decreasing infant mortality rate
Explanation

Over-population occurs when there are more people than the resources can support. Food, water, housing and jobs become scarce.

High population density alone does not mean over-population. A rich area can support many people comfortably.

The key issue is whether resources are enough for everyone, not just how many people live there.
