Hygroscopic water forms a very thin film around each soil particle. It is held so tightly that plant roots cannot pull it away.

Gravitational water drains away quickly. Capillary water is held loosely enough for plants to use. These types move through soil.

Hygroscopic water stays stuck to particles even when soil feels dry to the touch.
