Explanation

Farmers need clean water for drinking, cooking, and irrigation. Electricity powers equipment and preserves food. Health centers keep farmers and their families healthy enough to work.

Guest houses, airports, and recreation centers are nice to have but do not directly improve farming output.

Basic needs must be met before farmers can focus on increasing production.
