Development means improving how things are done. Switching from cutlass to tractor, or from local seeds to improved varieties, is agricultural development.

Expansion means farming more land. Diversification means growing different crops. Education teaches people but does not automatically change methods.

Modern methods make farming more efficient and productive, which is development.
